StuNed, Studeren in Nederland, is a scholarship programme focusing on mid-career professionals, as part of the bilateral cooperation between Indonesia and the Netherlands. The scholarship programme aims to contribute to the development of Indonesia through strengthening the human resources of Indonesian organisations. Individual applicants may apply for master degree or short courses in the Netherlands, whilst institutions may apply through the StuNed Group Application and/or for refresher courses.
The StuNed programme is supporting the Dutch policy for development co-operation with Indonesia and aims to contribute to the achievement of the UN Millennium Development Goals in 2015. The framework for the bilateral relations between the Netherlands government with Indonesia is laid down in the Multi-Annual Strategic Plan 2008-2011 (MASP). The overall objective is to strengthen bilateral relations and to support Indonesia in realizing its medium term development goals. The MASP aims to achieve the the following four strategic goals:
- Improved democracy, stability, human rights and governance, resulting in a just and safe society;
- Improved economic governance, resulting in sustainable economic growth and an equal distribution of growth through society, in order to decrease poverty more rapidly;
- Improved environmental and climate policy and implementation, resulting in increased use of renewable energy, sustainable management of natural resources, reducing emissions of greenhouse gas and adaptation to climate change;
- Intensified bilateral relations through a `comprehensive partnership framework`.

Funded by a grant from the Government of Japan, the Japan Indonesia Presidential Scholarship Program (JIPS) supports PhD studies in an academic field of study covered by ten Indonesian Centers of Excellence (CoE) participating in the program. Each of these newly established Centers of Excellence is located at a leading higher education institution in the country with a demonstrated track record in the pursuit of excellence. The goal of the program is to promote excellence in research in these Centers to support the Ministry of National Education in its mission to improve the quality of higher education and research in the country.
Who can apply?
Applicants must meet the following general criteria to be eligible for a scholarship:
- Be a national and resident of Indonesia
- Be under 45 years at application deadline
- Must have completed and been awarded a master`s degree, or equivalent, at the time of application however, outstanding candidates with a bachelor degree can be considered for a Master-PhD track
- Have maintained a GPA of at least 3 on a scale of 4 in both undergraduate and graduate studies
- Full-time lecturer and/or researcher in a Center of Excellence (CoE) or equivalent institution in Indonesia are encouraged to apply.

The Ministry of Home Affairs, State Ministry for National Development Planning/National Development Planning Agency, and the Ministry of Finance with the support of Decentralization Support Facility (DSF) are pleased to be able to offer a number of full scholarships for civil servants (Pegawai Negeri Sipil) from central and local government for one year Master degrees in the United Kingdom.
Eligible fields of study are: Decentralized Governance and Development, Urban Governance for Development, Public Service Policy and Management, Public Administration, Local Government Finance, and Corporate Environmental Management.
General Requirements for Applicants:
- Applicants must be either civil servants from one of the three ministries/institutions mentioned above or local government officials from any one of the regions in which the DSF has local government activities (Kepulauan Riau, North Sumatra, West Sumatra, South Sumatra, Riau, Banten, West Java, DKI Jakarta, Yogyakarta, East Java, West Kalimantan, East Kalimantan, North Sulawesi, West Sulawesi, Southeast Sulawesi, Bali, East Nusa Tenggara, West Nusa Tenggara, Maluku, North Maluku, Papua, Central Kalimantan, Jambi, Gorontalo).

Universitas Indonesia has recently established a new Master Degree Programme in Terrorism and Security Studies which will be managed by the Department of International Relations in the Faculty of Social and Political Sciences. Universitas Indonesia aims to play a role in anti-terrorism efforts, at least in two ways. First it will contribute to the development of governmental counter-terrorism policy. This requires strategies to hinder terrorist activity as well as efforts to protect civil rights and social stability. Our rationale is to support and inform the state in its mission to counter terrorism and prevent the derogation of civil rights and liberties whilst also maintaining good governance, security and social services for the people. Secondly it will help create an unbiased and academically sound body of terrorism studies free from the agenda of ruling governments, political parties, agencies and private entities.
Terrorism is only part of a bigger vision of problemmatic issues confronting Indonesians, and other citizens of the world, which are associated with global uncertainty. These issues include financial instability, climate change, pandemics and a range of networked threats organized and run by various illegitimate actors. Globalization has facilitated increased volumes of trade and wealth, as will also be generated from ASEAN`s Free Trade Agreement with China. However we need to be mindful that this wealth will be unevenly distributed. Globalization has also generated an underclass of malcontents and this offers opportunities for new criminal activity and political violence on a considerable scale. This is not limited to organized crime but also parallel effects of money laundering, corruption, weapons proliferation and the emergence of kleptocratic regimes.
Indonesia’s security sector, the parliament, the executive body and security agencies can no longer ignore transnational security issues. While the rush against terrorism dies down as succcessful police killings and captures pile up, we can ask ourselves whether intelligence and security agencies have sufficient capacity to address other transnational issues such illegal trafficking of drugs, women and children and infiltration of illegitimate actors into our borders.

The Panasonic Scholarship Program was established in 1998 in commemoration of the company`s 80th anniversary as a way for the company to express its appreciation to society. Its aim is to provide scholarship opportunities to privately financed students from Asian countries who wish to pursue a master`s course in Japan, to offer financial assistance to foster highly educated experts who can contribute to the development of their countries in the 21st century, and to promote mutual friendship between their home countries and Japan.

Applicants must be graduates or pending graduates of universities and have a distinguished academic record and must have completed 16 years of school education or have been accepted as eligible for enrollment at the targeted graduate schools.
